Society's problems driving much of South Dakota government's growth

PIERRE, South Dakota -- Most of the new positions proposed by Gov. Mike Rounds for next year's state government budget have nothing to do with saving money by eliminating South Dakota state contracts and everything to do with hiring more South Dakota state employees to perform the work instead.

Some of the early news reports that circulated this week about Rounds' budget plan created an impression that he was on path to significantly expand state government by reducing private contracts.

But an examination of his recommendations agency by agency shows that's not the case. He is seeking the full-time equivalent (FTE) of 212 new positions, and nearly all result directly from increased needs at the South Dakota state universities, in the state prisons, and in family protection and social programs.


The example given by the governor that drove some of the early news coverage dealt with a staffing situation in the Bureau of Information and Telecommunications, the technology agency for South Dakota state government.
